The battery is located at Dennis's house, specifically in the storage shed at the back. Attach the wires and then use it to charge your drill.

How do I get a phone for someone who asks for one?

Retrieve the phone from the desk near the PC. Place the charger on the floor right below where you found the phone, drop the phone onto the charger. If you cannot pick it up, it means you need to progress further in the game. Return when requested and give the charged phone.
