You are using an old save that had more max AP than the current game allows, so it keeps resetting to the maximum value defined by the game.
It's not a bug; the game resets the max value back to what is intended. If you see an incorrect class (e.g., E instead of C), it might be due to save file issues.
No, saved games are not interchangeable between DSCS and SR24. The game mechanics are identical but the background story is different.

Stability loss is proportional to skill gain in training. Lower quality CPUs result in less skill gain and thus less stability loss, but this is not a good strategy as it takes longer and uses more AP.
A Bot Manager must have 100% integrity and be stable (>=75% stability) to function. The requirement for A+ social skill is listed but there are additional needs for carrying out the role.
