Speak to Masaru who will direct you to get the access card. The NPC with the access card can be found outside an office building in Ram City, and she will drop by for a drink tonight if spoken to appropriately.

What should I do if I encounter issues with time-related bugs?

If you experience bugs related to changing days or giving presents, try going to sleep instead of using the phone to pass through 1AM-2AM. The game is supposed to send you back when it's around 3AM.
